RAWS in addition to the Application and Database Agents

In looking through the Admin guide for BE, it mentions that each remote machine must have the Agent for Windows installed as a requirement for SDR.  So this would be in addition to the Application and Database Agents, correct?

Without a backup, you cannot restore a server, regardless of whether you are using SDR or not. You need to install RAWS in order to back up any remote server.  For the RAWS to work, you would need a RAWS licence for each remote server.

If you are just backing up files, you don't need any Agent for Applications and Databases licences.  The Agent for Applications and Databases licences, when installed on the media server, unlocks the capabilities in the RAWS to backup applications and databases.  If you have an Agent for Applications and Databases licence, then you are entitled to install RAWS without further licence, i.e., the Agent for Applications and Databases licence comes with a RAWS licence.

Just to clarify

RAWS rather confusingly refers to both the software you install on a remote server and the license to backup the file system of a remote server.

If you buy the Agent for Applications and Databases as a license it includes the ability to backup the file system and system state of the server that is running the application or database as from a DR point of view there is no point in protecting only the database if you cannot restore the operating system. As such yes it does include a RAWS license for the server running the application so no need to buy an additional license.

However the Agent for Applications and Databases does require you to install the RAWS software on the remote server with the appropriate licenses added to the media server itself.
