After at least thirty days with a ticket support open i solved my problem myself searching in foruns.

"

Copy /etc/oratab to /etc/VRTSralus/beoratab
Replace the dbname entries in /etc/VRTSralus/beoratab with the name of the instance of the RAC database on that machine

rebuild the config in ./AgentConfig and stop/start agent in Linux

"

Follow this steps:

http://aka-community.symantec.com/connect/fr/forums/backup-exec-and-oracle-rac-linux-question

The "RAC-DBinstance-DBID" appears automatically in Backup Exec List Servers.

Thanks for replies.

ORA-01034 is  simple error, it means that your database is down!

ORA-27101 is often thrown along with ORA-01034 during database installation.

ORA-27101 is also seen after installation is complete, when attempting to use SQL*Plus.

1. The most common cause of the ORA-01034 ORA-27101 Problem is when the ORACLE_SID or ORACLE_HOME is not properly set. When you tried to start the database did you do so after configuring the SID like this

$ export ORACLE_SID=[your oracle SID]
or
$ setenv ORACLE_SID=[your oracle SID]

Remember that ORACLE_SID is case sensitive on unix like systems

2. Make sure the server is not running out of resources.

3. Ensure that the Oracle db is running. Unless you have taken specific steps, Oracle database will not automatically restart after a reboot. To achieve this, see Automating database startup and shutdown

4. This link also lists different cases in which one may observe the above ORA-codes:
