I am trying to recover a database to a recovery database. I have followed https://www-secure.symantec.com/connect/articles/how-restore-exchange-2010-database-recovery-database-using-backup-exec-2010, but cannot recover to the server. I have tried several times now. The agent on both servers is running under the local system account, the backup admin account is also a Domain Admin. The Exchange server is publishing its information to the BE server.
Please can someone help me before I go mad.

The error usually occurs in a situation where incorrect settings are applied. I see you have already referred to the Symantec Connect article associated to 'Exchange mailbox restores to Recovery Database'. I'd request you to refer to this article as well and re-check the settings: http://www.symantec.com/docs/TECH126526
Alternatively, you could run a redirect restore of the Exchange Information Store backup to a flat file and mount the Exchange database manually. Please refer to the Solution for redirect restore to different Exchange Server section of the following article: http://www.symantec.com/docs/TECH59133

Thanks for that Sidd, I have tried the first link already, still with no luck. The second link I don't think will work, as we are using Exchange 2010.

Thanks for those links. I have restored the database, and have got it into a clean shutdown state. The other tasks I need to run are all exchange based, so I have marked your answer as the solution.
