Restore Public Folder (Exchange 2003)

I am trying to restore a public folder from tape. It's a Contacts folder and it restores some of the items and then starts erroring out w/ "Access denied to file..." "Error writing file data.." The remote agent on the Exchange 2003 Server is failing, too. I'm not sure if this problem is impacted by Windows 2003 Server SP1. It is installed on both the backup server and exchange server. However, the firewall (ICS) service is NOT started. Any information is appreciated.
