SAN Based restore fails "Unable to copy the virtual machine disk using the VMware VixDiskLib"

I'm using Backup Exec 22 on Windows Server 2022. I'm trying to backup and restore a three node VM cluster in with a shared SAN storage using SAN transport mode.

When I'm trying to restore the backed up VM using SAN mode I get the below error,

Unable to copy the virtual machine disk using the VMware VixDiskLib.

Note: SAN based restore worked earlier and I had to reinstall Backup Exec for another reason.

First time when SAN based backup worked I did a full install and second time below are the features I selected.

Firstly I'd check the SCL & HCL to ensure your SAN cluster environment is supported:
https://www.veritas.com/content/support/en_US/doc/BE_22_SCL
https://www.veritas.com/content/support/en_US/doc/BE_22_HCL

Also maybe worth reviewing this TN:
https://www.veritas.com/support/en_US/article.100005390 - Unable to copy the virtual machine disk using the VMware VixDisklib

Could also be a driver issue - eg
