The configuration of the printer should be part of the System State so can only really be restored as part of a DR operation. In reality how long does it take you to setup a printer if you know the settings so for accidental deletion of a printer you probably should think about good documentation more than a good backup.
The print queue data itself is likely to be part of Active File Exclusion as it is transient data that is not normally needed for backups - after all if you don't get a print out of a document you can just print it again to a different printer and how often do you want to DR a Print Server and actually have all the printers start spitting out old queued documents...
