Servies do not start in windows server 2003

Hello,
Veritas services doe not start after rebooting the server and I am getting the following error.
Event ID: 7023 The database specified does not exist.

I searched this in google and went to http://seer.support.veritas.com/docs/267799.htm.
I selected MDAC 2.8 RTM and there was no mismatch.
What else should I do?
