System State / SDR Failure

Having some issues with Simplified Disaster Recovery / System State.  My backup exec server (VM-Back) is in VLAN1.  If my target server (VM-BT) is in VLAN1, everything works fine.  I can make a full file backup and backup the System State and make a usable Simplified Recovery Disk.

If I try to use my Backup Exec server (VM-Back) in VLAN1 to backup a server (VM-BT) in VLAN2, the SDR/System State fails.  All of the files back up, but I ultimately get a message:

Final error: 0xe00084f9 - A communications failure has occurred between the Backup Exec job engine and the Agent for Windows.
Final error category: Resource Errors
V-79-57344-41488 - Due to one or more errors in \\vm-bt\System?State, this backup cannot be used for...

If I move the server (VM-BT) from VLAN2 to VLAN1, it works fine.  If I move the Backup Exec server (VM-Back) from VLAN1 to VLAN2 I can back up anything in VLAN2 with no problems.  I only seem to be having issues when the Backup Exec server is in a VLAN different from the destination server.

Our network and firewall team tell me that nothing is being blocked on the firewall between VLANs.

Windows firewall is disabled.

I can test the credentials being used and it is successful from any VLAN.

The same configuration that works on the same VLAN fails when the server is moved to a different VLAN which makes me think it is a firewall issue.  Is there a specific port that perhaps needs to be opened just for the System State to backup between VLAN's?

I would recommend checking out the settings under Configuration & Settings - Backup Exec Settings - Network & Security.

If that doesn't help here are a few technotes related to that error, however no guarantee of a fix here (some of them are fairly general solutions you've probably tried already) but might help with further experiementation to try and narrow down the problem:

https://www.veritas.com/support/en_US/article.100016146 The error "A communications failure has occurred between the Backup Exec job engine and the remote agent" is reported during a backup of a remote server.

https://www.veritas.com/support/en_US/article.100012043 Backup job fails with a communications failure when selecting NIC and IPv4 with Direct Access

https://www.veritas.com/support/en_US/article.100028975 Backups fail with: V-79-65535-34041 A communications failure has occurred between the Backup Exec job engine and the remote agent.

I found one other related technote that indicated this error may happen for domain controllers system state, however the answer is covered in those above ("Change the backup network settings to Use any available network interface and Use any available protocol.")

Regarding port information - checkout:

Additionally port 902 will be required to the ESX server hosting the VM - which I don't believe is mentioned in that last TN, but is discussed in more detail here:
