When we make a system state backup. Do we than still need to make a backup of the WINDOWS folder?

Hi
To recover from disaster you need to have a backup of C drive and the System state
along with the shadow copy components.
EDIT: Yes you need to backup the Windows directory.

...not necessarily. I have recovered a system that crashed last year by restoring the data, and then the System State. I had to rebuild the server from scratch, but it is possible to restore the server just with data + System State!

Hi,
Yes it essential to have C ,System state, Shadow copy component backup at same point for doing disaster recovery of that server
The link below recommend the things for doing disaster recovery in term of backup exec free option IDR & also would be applicable for manual disaster recovery for server
