Even have installed hotfix 142707 and paused/unpaused by Devices tab, at BE Utility the status still show Paused.
My workaround was pause device and pause SQL BE Instance in SQL Server Configuration Manager.
After paused SQL, i stoped all BE services from BE Utility. At end i started all services from BE Utility and unpaused devices.
Inventory and other utilities commands are running well.
If i had heard support, i've installed BE 2010. They don't helped too much.

Would suggest you to open a support case for the same as this was a known issue and was supposed to be fixed

You will not like to hear but the solution is to upgrade to BE2010 R2.

The hotfix doesn't work in my case even with support supervision.
They give up after 5 days and suggest to upgrade, i just keep trying.
If each bug we just upgrade to newer version, where we stop? Backup Exec 325.2

I have come across the server paused issues in BE12.5 and BE2010. After upgrading
to the latest version I haven't faced the same problem again.
