i manually updated backup exec 20.3 to latest hotfix , after this i am constantly getting above alert, logged a support case also but as of now assisatnce provided is not as good as expected

I would have to aggree with the question about the media server having access to the internet.
You indicated you manually updated which can mean you downloaded the fix from another machine and possibly patch the media server manually.
