Unable to move database location

I am trying to move the bedb_dat.mdf database from an old SQL server to a new SQL server and I get the following error:

New Backup Exec Database Location
ERROR: Destination database server does not have SQL service installed.
Operation to change location of Backup Exec database to SQL Server instance DATA010 ended with errors.

I am following the instructions from this symantec article: http://seer.support.veritas.com/docs/275658.htm

What version of baackup exec are u running .
Make sure the SQL service is running on the NEw SQl server .Do not create a databse on the SQl server
it will create it automatically .
Make sure there is no Job running during the time u are performing the operation .

Hi. I am having the same problem described by drummond.
This is my scenario:
   - backup exec 10.1 Rev. 5629
   - Old_Sql_Server SQL SERVER 2000 (currently running)
   - New_Sql_Server SQL SERVER 2005 (need to move the database to this new instance. Different Machine, different software)
   - The sql server services is running in both server.
   - No job running during the time I am performing the operation.
   - The user logged in has administrative rights over both SQL Servers.
