Everytime I try to move a tape out of the cleaning media I wold get the following error messages: "Invalid Physical Volume Library Argument." I have tried to restart services, and restart the server and the robotic library to no avail. Input in this issue would be greatly appreciated.

This is normal behaviour.  A cleaning tape can only be associated with the Cleaning Media set.  If you want to delete the tape, just right-click on the tape and delete it.

Check if the device shows up in the Windows device manager.

Also check if there is any tape stucked in the tape drive.

Make sure the tape drive is configured with symantec drivers. Refer to the below link

TYVM! I just deleted it as you said, and scanned the slot, and now it is in scratch media set.
