It appears that something unexpected in your Backup Exec database is causing the job migration library to fail.   Please provide ~15 log entries prior to the entry “Failure 1 running migration library 1” from the BKUPINST2012.htm and that might help us to determine the cause. Thank-you.

Existing version Backup exec  is installed on Windows 2008 R2 , database is SQL 2005 express edition with sp4, symantec backup exec 2010 R3 is up to date with sp2
