I have about 7-9 vmware hosts that runs windows and redhat linux servers VM.

V-Ray would be most certainly be the choice for Backup Exec Licencing. This works per host and allows you to install Remote Agent in Windows or Linux machines for backups. However, for Oracle backups you would need the Application and Database Licences.

You got to do your sums. If you get the normal BE, then you need an AVVI licence per host and an Agent for Applications and Databases agent licence for each machine that has Oracle databases.
With the V-Ray edition, you pay per occupied socket, NOT per host, but you have unlimited use of Agent for Applications and Databases agent licences.

Do verify all these with Symantec Licencing before doing any purchase.
