backup exec 11d wont update (program is missing or incorrect version)

Wanting to update it to troubleshoot other scsi tape drive issue

when running the update the windows installer service says the program is missing or is the incorrect version.

Backup exec is 11.0 Rev 7170 has sp5 and hotfix 70 installed.

is there a manual installer i can force to update it wether it likes it or not?
