backup exec stores system restore points in system volume information and does not delete them

The version of Backup Exec is 10d  version 10.1 build 5629 installed on Window 2003 Std server Domain Controller. This week the System Volume Information folder on a data volume has what appears to be system restore points. They are eating up the disk space. I have had this happen in the past.

I have been able to return the disk space to the HDD by cycling the Backup Exec services via the bestop.bat and bestart.bat command files supplied with product.

Why does BE create files in the folder & why are they not deleted?

Windows 2003 Server Std does not have a menu item for a System Tools for creating or reverting a System Restore Point, as far as I can tell.
