can't load 64 bit remote agent on Server 2008r2 64-bit

Using Backup Exec 11d 7170 with all updates and SP4.
Also tried copying the C:\Program Files\Symantec\Backup Exec\Agents\RAWSX64 folder on the Backup Exec Server to the 64-bit 2008r2 and still get the same error:

Backup Exec: Symantec is incompatible with this version of Windows. For more information contact Symantec.

Guess that's what I'm doing here...
Anyone else run into this or have a solution?

W2K8 r2 is only supported under 12.5 with a HotFix (and of course BE2010 when it comes out (v11 doesn't even support W2K8 at all)
