communication with tape library not working for some commands

We are running BE 12 Rev. 1364 on Win2003. An HP MSL4048 tape libary is used as backup device. We are not using CASO but have one backup server only. I am just telling this because other answers regarding this topic are CASO related.
 
Backup and restore is working fine. The tape library an obviously load and unload tapes. However, other commands like inventory or catalog are not working. I am pretty sure that at least inventory was working previously.
 
First, the communication is stalled. After a long timeout period, the job fails with the following error: "The Backup Exec job engine system service is not responding". Sometimes I see "No media servers are available" too.
 
I badly need help with this since we are forced to catalog old tapes for a restore job.

Neither shutting down tape library and backup server nor installing service pack 1 did help. Exporting tapes does not work anymore too. I know for sure that I did this before many times.

I finally solved this by pausing and unpausing the server.
 
open the BE GUI
open the Devices tab
right click on the server and select Paused
wait for a few seconds and right click on the server once again
now unselect Paused

Do you have a SEP agent on the Backup Exec Server?
