It is possible to create backup by backup exec 11d, and then recovery backup by windows nt backup on windows 2003 server ?

Yes that is possible, when you do it on the disk it will create .bkf files that can be extracted from nt backup. When written on tape it uses MTF(microsoft tape format) that can be read from ntbackup as well.
I have restored it fine in the past but not recommended way as if it doesn't work SYmantec will not able to help much. Better to use 11d to restore as well.

As long as your backup is not Agent enabled, or software compressed or encrypted, NTbackup should be able to read either tape or disk backs created by v11d

NT Backup will only be able to handle BKF files - IMG folders for GRT sets can't be handled.
