custom reports not showing media that does not reside in the library

we have issues creating custom reports affecting the tapes.

server is windows 2008 std R2 x64 SP1

backupexec 2012 SP4 , hotfix 217347

creating a report about tapes will only show the tapes that matches the filter of the report AND that are online in the library.

for example: creating a report that shows all tapes contained in the media-set "monthly", will only show the tapes from that media set that are available in the library. The tapes that are offline aren't shown.

We don't use any vaults. 

Is there anyone who has encountered the same issues?

Is there anyone from symantec who can verify if this is viable in BE 2012 ?

Even if the same problem exists in BE 2012, the solution would still be the same, I.e. upgrade to BE 2014 SP2
