I have backup exec 2015 FP 5 installed. My media is a fixed disk (NAS). The backup set does not have dependent backup sets but the backup sets are not deleted.
The backup exec is configured to delete all expired backups sets.
New backups sets are being correctly deleted when they get expired, but old backup sets inherited from previous version of backup exec are remaining.
If I check the Audit Log I can see the DLM is working. It says Deleted Expired Media, etc., but the Backup sets remain in the Disk, without freeing up the space needed

Can you open a support case (I hope you allready did ) to get this checked further.
You can enable showhiddenmedia https://www.veritas.com/support/en_US/article.100008077 and then go to details of the expired backup set. It will show the catalog file name (i.e. {GUID}_*.xml (* can be any number). You can go into the catalogs folder (default - BE Install path\Catalogs\BEServerName) and search for this xml. Open the xml and check the cartridgelabel. This is the media where the backup was done for that backup set. Confirm if it exists. When confirming please ensure the Modified time of the Media is the same from the time when the backup was done. If Media remains then it could be some rule blocking the expiration. if the media is not present then the catalog files can be safely removed or moved to another location.

Are there any such files in BE Install Path\Catalogs folder. if yes, there could have been a situation when the BE server name was changed and catalog sync process was abruptly stopped in the middle which caused these files to remain and in which case you would see a folder with old BE server name and new BE server name in catalogs folder
