Getns,
I see several times strange issues with media rotation.
We use the following option in the Global Settings:
Overwrite recyclable media that is contained in the destination media set before overwriting scratch media.
If you choose to overwrite recyclable media before scratch media, the same media is re-used more frequently than if you overwrite scratch media before recyclable media.
Two tapes were in the target media pool and they were overwritable.
The backup job chose a tape from scratch pool. I see the following description in the job log:
The backup options or selections for this job have changed since the last time it ran. Drive and media mount requested: 05.12.2012 21:30:04
No appendable media could be mounted. Switching to overwrite operation on scratch media.
Job settings:
Append to media, overwrite if no appendable media is available
WTF ???
I see the following behaviour several times! BackupExec 2012 revision 1798 x64.
It seems it's a bug.
Also please add here a TAG: Issue Reporting

Are you sure that the two tapes in target media pool were overwritable before job started?

With your settings, BE will look for an appendable tape in the targeted media set and then an overwritable tape in the targeted media set. If it cannot find a suitable media in the targeted media set, it will take a scratch tape and it will overwrite it. This is the expected behaviour. It will never append to a scratch tape.

Yes, I already checked that tapes were overwritable in the BE.
