If is not in domain check the same thinks in the local policy:
Start --> Run --> write "gpedit.msc"
Go to Computer Configuration --> Windows Settings --> Security Settings --> Local Policy --> User Right Assignment .

Thank you very much for this solution. On the second link that you gave, how can I confirm that the Backup Exec Service Account (BESA) permissions, groups and user rights are applied correctly. Where do I go to locate on this. Can you give me some steps on where I can check on this.

You need to check rights and permission in active directory ,

Thanks again, but in my case the setup is just in a test environment with no active directory. Simply the media server and a Dell storage intended for the dedup storage folder.
