when i need to do scratch to media in robotic library?and what is mean skratch?

SCRATCH media includes new, Overwritable/recyclable media. New, blank, and erased media are automatically associated with the Scratch Media set. BE moves a media from SCRATCH media set to any other media sets, if there are no media available to write backups in those media sets. 

Incase if you want to overwrite a particular media, then you can move it to SCRATCH media set.

where i can see witch media i have in scratch??

From Administration Console Under Storage --> All Media Sets --> Scratch Media
