Not able to expire/suspend the media (requested media id is in use, cannot process request)

Environment
Netbackup Server = 7.1
OS = Win2008 SP2
 
I am not able to duplicate the backup images to a particular Media Cartridge but able to duplicate the backup images to other Media Cartridge's. The Media ID on which I am getting failed to duplicate the backup images has the below Activity Monitor result and also the result of suspend and expire fails
 
Note: The Media ID which is failed to suspend/expired is not in use  OR not in the Tape Drive

Suspend Failed
C:\Program Files\Veritas\NetBackup\bin\admincmd>bpmedia.exe -suspend -m 2013L4
requested media id is in use, cannot process request
 
 
Expire Failed
C:\Program Files\Veritas\NetBackup\bin\admincmd>bpexpdate.exe -force -d 0 -m 2013L4
requested media id is in use, cannot process request
 
 
Quick Resolution
1.)      Program Files\Veritas\NetBackup\bin\admincmd>nbrbutil -dump > C:\Tape-Cart-Info
 
In the Tape-Cart-Info file you will find the allocationKey=23205 with the respective media ID mediaId=2013L4 under the MDS allocations in EMM section. Use allocationKey and media ID in the below command.
 
         C:\Program Files\Veritas\NetBackup\bin\admincmd>nbrbutil -releaseMDS MediaID
 
2.)    Program Files\Veritas\NetBackup\bin\admincmd>nbrbutil -release23205 2013L4
 
 
Now you will be successful in using the bpexpdate command OR doing duplicate
