The guest OS has no understanding of what hardware you are running, I've seen VCS running on nodes of vSAN and others, or you are referring to the AHV set up?

Yes correct. AHV setup.
AHV Hypervisor --> ESX --> VM Guest --> RHEL Operating System.
AHV Hypervisor --> ESX --> VM Guest --> RHEL Operating System.
VCS is going to be failover at VM Guest level. shared storage is going to be VMDK disks for failover.
Need to know how this going to be working.
Thanks for advices.

According to https://www.veritas.com/support/en_US/doc/129696359-129696362-0/uxrt-731_v76949806-129696362 which is for the latest version (7.3.1) available, the supported hypervisors for in-guest clustering are:
Microsoft Hyper-V
Red Hat Enterprise Virtualization (RHEV)
Oracle Virtual Machine (Oracle VM)
Kernel-based Virtual Machine (KVM) technology for Red Hat Enterprise Linux (RHEL) and SUSE Linux Enterprise Server (SLES)
Linux guests in VMware ESXi environments
I am afraid AHV is not yet supported
