failed to install iskernel files for vcs simulator

I get the above message trying to install the vcs simulator. i tried changing the compatibility mode but that didn't work. i am unable to change the simulator privilege level and run as administrator. i even tried it on a system where i am administrator. all the system are Windows 7. Any help would be appreciated.

Is the package for simulator intact ?

have you tried this ?

run msconfig
go to tools tab
scroll to "Disable UAE" and start it

I am running Simulator without any issues on my 64-bit Windows 7 laptop.

I was exchanging emails with a fellow partner in Turkey a couple of months ago.

This is how he got it to work:

What I have done is; I checked out everything that you recommended such as UAC, firewall, anti-virus, customized settings..etc.  The issue was related with FORMAT of language under the “Region and Language” setting.  After I changed it from Turkish to English the issue is gone.
