I tried vxfenclearpre-this not work.

Sure you can import nyhe dg without rebooting node a.
Is the dg controlled by VCS? If it is, you do not need to manually import the dg on to node b as VCS should be able to bring up the dg on a node b, if VCS is configured properly.
Is the dg a CVM shared dg? If is is, which node was CVM master before node a crash?
What the state the node a was on after crash when you fire vxdg -fC import on node b, before reboot?

node a crash.
if node a was cvm master then node b shoul be master automatically.right?
or i can use vxclustadm?
Then vxfenclearpre?
