Hi,

This can happen, if the resource comes online before the monitor times out, there will be no impact. there is also a setting for tolerance limit, if monitor fails once time, tolerance limit will decide how many times monitor cycle should return offline before actually declaraing a resource as offline. If the resources comes back online within this period, there will be no impact.

If resource doesn't come online in above defined period, resource will fault. Whether service group has to failover or not, that will be dependent on chain of resources & their attributes. for e.g if any of resource is marked as critical in the resource chain, then group will failover.

read out the fault management section in VCS guides for more details.
