I need a comprehensive step by step vcs installation and configurating that has disk i/o fencing.

If there are more then 2 nodes then i/o fencing is compulsory?

After split brain i must leave only an node up and running and the other nodes shut down.

<<<  Correct (this is the easiest way to prevent data corruption}

Then vxfenclearpre after i stop had and vcs.right?

<<< Correct.  Run hastop -all on one node then run ps -ef | grep -i had on each node to ensure HAD is indeed down on each node.
