DLO Agent error unable to backup PST file using VSS

one of customer using old version DLO Agent 6.1 MP5

Taking PST Backups using VSS Method

so its giving error 

NetBackup DLO backup of Outlook Personal Store (PST) file fails using VSS (Volume Shadow Copy Service)

So we are little bit confuse why it is so 

We also checked that Symantec NetBackup Desktop Agent Change Journal Reader service is running on the Agent system

any idea?

well 

Ensure that Volume Shadow Copy service is enabled on the Agent system. Volume Shadow Copy service must be in enabled state for VSS enabled PST backups feature to work.
