Released just the other day is a new Enterprise Vault Cumulative post 9.0.2 Outlook Addin hotfix. It is available from the following technote :

With some third-party Outlook Add-Ins installed, depending on what order Add-In dlls were loaded into the Outlook process, the VVStubOnlyModuleList registry key did not register them as being loaded, causing full items to be returned from Virtual Vault, rather than just their stub content.

When an item encrypted by third-party Outlook Add-Ins (using the appropriate API calls) was requested from Virtual Vault, the item would not open if it was not in the content cache
