Access archived Mails without running Exchange Server?

It is possible to have access to archived emails, even if all Exchange servers are shut down?
Only the Enterprise Vault Server with their Vault Stores is running?

You can access the archived emails through the EV search application even when the Exchange

server  is unavailable.

To restore Exchange items you need the Exchange server up and running.

other ways to export the archived mails without running exchanger server?

Restore (Copy or Move) to the Exchange server will not work if the Exchange server is down.

Export to PST and ZIP will work irrespective of the Exchange server.
