If they have an offline store (cached mode with an OST) they can still double click the shortcuts and retrieve their items because this makes a direct call to the EV server and not the exchange server The users won't be able to restore items to their mailbox or archive new items until exchange comes back online Users will also be able to access archive explorer and search so they can retrieve their mail that way also You could also give users Vault Cache and virtual vault so that users can get their items in case network is down or they are offline or the EV server is offline also

Even without vault cache, the users can doubleclick on a shortcut and it will retreive the item.  Also, if Archive Explorer is enabled they can see and access the archived emails.  Exchange is not required at this point.
