There have been a few discussions about this  It is possible that as long as the EV Add-in is active in the Outlook profile the user maybe able to double click and view the message.  This wouldn't last long and should not be counted on as a viable solution.

If your shortcuts have links in them the user would be able to use that, as long as they are on VPN or on the network.

Yes, you could use EV Search.asp or ArchiveExplorerUI.asp.

Best bet is to migrate the EV archives to O365 if users need the data long term.

Yes, you can journal on-prem:

https://technet.microsoft.com/en-us/library/jj898487(v=exchg.150).aspx

Basically, you will need at least one on-prem Exchange server with a journal mailbox, then you can

Select Admin/Exchange from the menu in the upper right.
Select Compliance Management.
Select Journal Rules.

if you decide to keep journaling on prem then i'd recommend upgrading to EV 11 so you can use SMTP archiving and eliminate the requirement for the Exchange server and journal mailboxes.
