I am trying to archive selected folders using EV with Exchange 2013 and not Vault cache. is it possible?

Hello.
In theory I believe you can use EVPM.
Look in the Utilities guide for Policy Manager. I have not used that myself extensively, but do believe you can (for instance) define a specific folder to hava an x-retention, and to be archived immediately.

can you explain what you mean by "and not Vault cache"?
Although you can include certain folders, of a mailbox, to have a different archiving behaiour (archive, not archive, archive longer etc.)
I am pretty sure that you can not exlude archived items to not be in the vault cache. (aslong as you don't deactivate the vault cache for the archive)
The vault cache will always include the newest incoming archived mails.

We don't use vault cache so I didn't want a solution that included vault cache.

EVPM is the tool to use for this. See these two articles for how to archive certain folders and how to exclude others.

The Vault Cache feature is basically irrelevant to this discussion.
