Yes they are.  In fact EV9 is only 32 bit and will run in WOW on 64 bit servers.

Windows Server 2008 is only supported for 64 bit, which is what I would recommend for a new install.

And if you're gonna have new servers, make sure it's windows server 2008 R2 x64 as that is the minimum (and current only supported OS) for Enterprise Vault 10
