My customer wants to back up emails from their workstations to the servers, however they are not using Exchange (they are using Outlook with POP account) -- any suggestions on best practices and Symantec products that assists in this?

Well, if you wanted to use Enterprise Vault or a third party product like PST FlightDeck you could pick up all the associated PSTs from the users workstation and put them in to EV or into Exchange 2010...
Or...
You could use something like BackupExec to backup each remote machine (and target a specific folder, to get just the mail files)

I would suggest migrating to Office 365 or similar.

So there is no Symantec product that can assist with this (obviously Enteprise Vault requires Exchange)?
