If using Outlook 2003, with NO offline vault, and all of the outlook users have cached exchange mode enabled (with the default settings) is this going to cause a problem? do we need to go in manually and change the setttings on each and every outlook client to sync the forms?

not necessarily.  See this Technote:

In EV 8 this is part of the Desktop policy.

Details:
To deploy Enterprise Vault Custom Forms Locally

Solution:

With Enterprise Vault (EV) 2007, the forms are now included with the client extensions and can be deployed via the mailbox policy.  Perform the following to deploy the forms:
1. Open the vault administration console
2. Expand Enterprise Vault | Site name | Policies | Exchange | Mailbox
3. Properties of the appropriate policies | Advanced tab
4. From the drop down menu, choose Outlook
5. Set the policy Deploy Forms Locally to Always
6. Synchronize all mailboxes

For EV Version 6.0 and 7.0 (any SP level)

On the Client Machine
1. Open the registry
Warning: Incorrect use of the Windows registry editor may prevent the operating system from functioning properly. Great care should be taken when making changes to a Windows registry. Registry modifications should only be carried-out by persons experienced in the use of the registry editor application. It is recommended that a complete backup of the registry and workstation be made prior to making any registry changes.

2. Browse to: HKEY_CURRENT_USER\SOFTWARE\KVS\Enterprise Vault\Client
3. Right-click on the "Client" key and select New | DWORD value.
4. DWORD Value = DeployFormsLocally
5. Set the DWORD Data value to 2
6. Restart Outlook
When Microsoft Outlook is started, the Enterprise Vault Custom Forms are copied to the Personal Forms Library
Other possible options for DWORD Data value:-
0 - Never deploy forms locally
1 - (Default) Deploy forms only when there is no Organizational Forms Library available
2 - Always deploy forms locally
3 - Always delete Enterprise Vault forms from the user's Personal Forms Library

Hi, no.

Just make sure that you roll the client out to the clients.

Make sure you upload the forms.

When Outlook connects, even in cached mode, it'll download the forms if necessary and configured.

We run 50000+ clients in cached mode, never needed to go to local client machine ;)

Did you roll them out using AD for the clients, or did you have the users manually install it?

Yes, it's "simple" MSI.

So any Software which can distribute MSI should be fine...

Part of the reason this was updated in EV 8 (from what I understand) is because the old method was to have forms installed into an Organizational Forms folder. Problem with Exchange 2007 is that you need to install the Public Folder support (see http://support.microsoft.com/kb/933358, for example for procedure).

To get around that, in EV 2007 and EV 8, you can just have the forms deployed locally by the EV client instead of requiring the Org Forms. Probably better in the long run anyways, since the EV client getting updated means you have new forms... sysadmins forgeting to update the forms in Exchange wouldn't be a problem.

I personally feel deploying custom forms locally is the way forward too
