The 4GB limit is due to the 32 Bit OS not the applications. Any memory over 4GB will be ignored by the OS and not made available to any apps or services

If you want to make use of more than 4GB of memory you must go to the 64Bit version of the OS OR go the the Enterprise or data center version of the OS which are designed to support greater than 4GB

Also it is good to remember that if you do use the 64 Bit OS with more than 4GB of memory (16GB) You can get 4GB of memory per process which means that in theory each EV service can use up to 4GB of memory which will give you a big performance increase in EV

No, since a 32bit OS can't address more than 4gb of RAM.

There is a vast amount of information on the internet with regards to 32 bit processes and the RAM "limits" that are in place.  Remember that Enterprise Vault is not a single process, so each proces - being 32 bit - is governed by the 4 Gb RAM limit.  Also note it's 2 Gb user, and 2 Gb kernel, per process, and that it's all virtual memory - not related to physical.

according to this, windows 2003 r2 standard 32bit does not support more than 4gb of ram.
