Deletion of archived data do not create much free space

Hi Team,

We are using EV exchange mailbox archiving solution. Our data is huge so we decided when any employee leaves organization we create PST from archive and delete that particular archive. This process is not freeing free space 

Could you help me logical reason for the same. If you could provide technical document for the same please provide same.
