it shouldn't matter, even if you use the same user login but you have different mail profiles, it should obey whatever policies have been set to that current user
if you feel that the OST isn't being updated properly, try running ScanOST.exe (\Program Files\Microsoft Office\Office12\ScanOST.exe if running Outlook 2007)
Sometimes the hidden message doesn't sync to the OST correctly and causes issues such as missing buttons, virtual vault sync errors etc
however different users on the same machine should not be an issue at all, the EV outlook add in is a Computer install, not a per user install, so you install the add in once and all users benefit from it as long as they have ev enabled mailboxes
