I'm looking for any guidance on migrating EV 11.0.1 thats targeted to Exchange 2010 to EV 12.3 and Exchange 2016.

Hello,
First question, why not upgrade your existing 11.0.1 to 12.3? That would make it easier. After upgrade, you can add a server to perform the SMTP Journal archiving for you.
If you indeed want to go through the migration:
Journal Archives cannot be migrated using the Move Archive option in EV (does not move between seperate EV sites). This does mean you need either a migration tool, or you need to export to PST/Import PST. The last option does not guarentee proper (compliant) migration. Tooling being TransVault, QuadroTech, or other vendors.
For user archives, it is a bit of work. In 11.0.1, disable user for archiving. Move mailbox to 12.3. Provision user, and enable for archiving. This gives user a new archive on 12.3. Move archive from 11.0.1 to 12.3. The move will take care of updating the shortcuts during the move process.
Article for 12.3 You will need to run Move Archive from the 11.0.1 server, but the idea is the same. Do ready about adjusting the config files, you might need to disable the check for moved items being backed up on the target side.
