can we have Enterprise vault 11 hight availbilty solution 

we have Head office and DR site

so can we put on each site one EV 11 server

what a bout DB server ?

have you looked at Veritas Storage Foundation? in terms of a complete solution for EV HA/DR, it's your best bet.
