That technote is a bit over the top to be honest, I normally just add the Network Services to the MSMQ folder at the new location and grant it full permissions and make sure it is inherited down. After you click apply it will ask to restarted the Messaging Queuing service. For good measures I also add the the VSA into there too with full permissions. Whilst you are here change the mesmory to 8GB before clicking apply :)

I have seen this issue if the proper method is not followed while moving the msmq locations. You can try as suggested by CTEV, yes it will help you to resolve the issue. If not then you need to follow the steps:
a. Reinstall the MSMQ.
b. Follow the procedure mentioned in TECH53243 suggested by Tony (Windows 2008 Procedure)

Thanks all,
I have followed the instrutions in the tech note http://www.symantec.com/business/support/index?page=content&id=TECH53243
i have resolved the issue by adding MSMQ user with full permissions as suggested in the technote.
