EV Archive Migration Tool does not show destination

I have two separate Enterprise Vault Directories and would like to move an archive from one to the other. From the documentation I see this should be possible, but when I go to select the Destination Vaul Store, it says there are no Vault Stores available.

Source server: EV 11.0

Destination Server: EV 11.0 CHF1

I've done this with EV10. What is important that in the Destination EV site, you need to add the Source VSA in the Power Administrator Role.

(logon using the VSA, rightclick directory, Authorization Manager, add Source VSA to role. close, save, restart console) try again :)

Even though it's the same domain account acting as the VSA, just tried this and it still isn't showing anything. Not sure what else it could be.
