When a user tries to open an archived item via OWA, they get the following message:
The archived item is currently unavailable. If you choose reply or forward, only the content shown below will be included. Click here to preview the original item
When they click on "here" the message opens. I have installed the OWA extensions and ran the commands for the evanon account. EV 9.02 and Exchange 2010 SP1.

If you are outside your network, I assume the "here" does not work. However you will need to post a trace, to run OWA tracing look at this tech note:

The pdf contains details on setting up traces, and you may resolveyour issue by going thru some of the steps in it
