EV creating Exchange properties?

Hello,
I have an Exchange 2003 server dedicated to two Journal mailboxes.  No other user that EV is connecting to these mailboxes.
I have been receiving the following errors and have previously increased the named property quota on this Exchange server from 8MB to 16MB.  However, I am continously getting the following errors:

Event Type: Error
Event Source: MSExchangeIS
Event Category: General
Event ID: 9667
Date:  6/2/2010
Time:  9:03:38 AM
User:  N/A
Computer: WEXC101P
Description:
Failed to create a new named property for database "EDHSG0J\EDHIS0J01" because the number of named properties reached the quota limit (16384).
User attempting to create the named property: "SYSTEM"
 Named property GUID: 00020386-0000-0000-c000-000000000046
 Named property name/id: "X-TU-CA-MailScanner-From"

If Enterprise Vault is the "User" on this event, what is causing this.  It doesn't seem to have problems archiving our Journal mailboxes, but this type error is filling up my event logs.
