Emmanuel,
First, check your dependancies and make sure they're set up properly. Next, check the permissions and group memberships of the VSA. Running the deployment scanner again at this point would be a good idea too.
Then I would re-apply the VSA credentials, take the active cluster down and try to bring it back up, one resource at a time.
If that doesn't work, I'd DTRACE the 2 services in question and see what that reveals.
If none of that helps, you may want to call support and get them to take a look at the DTRACE logs for you.
